Death penalty not 'off the table' for Tsarnaev

…On the other side of the legal aisle, Tamar Birckhead, who defended shoe bomber Richard Reid in 2002, said the main challenge for the federal public defenders representing Tsarnaev will be the media maelstrom surrounding the case. "It can certainly be overwhelming," Birckhead said, "but this is what we do. It's the bread and butter of what we do." …While representing Reid, Birckhead found herself authoring her own press releases after pouring through mountains of legal briefs related to the case. Now a professor at the University of North Carolina, Birckhead has worked in the past with one member of Tsarnaev's defense team, Miriam Conrad. According to Birckhead, Conrad, a federal defender out of Boston, won't have the luxury of press liaisons or communications experts to help satisfy the demands of the news-cycle.

…(Judy) Clarke and the rest of the defense team may choose to focus on "mitigating evidence" in order to argue that Tsarnaev doesn't deserve to die, said University of North Carolina law professor Tamar R. Birckhead. Following a 2005 Supreme Court ruling finding it unconstitutional to execute a minor, Birckhead said Tsarnaev's age – 19 – may likely be the crux of the case. "Yes, he is 19, but he's clearly right on the edge of minority … adolescents can act without thinking about consequences, they can act impulsively, and not appreciate the risks of what they're doing," Birckhead told Crimesider. "I think his youth will be at the core of any argument in which they're asking for the death penalty to be taken off the table."

UNC Chapel Hill: task force to review sexual harassment policies

UNC Chapel Hill is making strides when it comes to improving the way sexual harassment cases are handled on campus. A new task force announced this week will spend the next several months listening to feedback and making a change. "It's a large community. We're making policy for all of that," said faculty chair at UNC Chapel Hill Jan Boxill. …That is why the university formed a 21 member task force made up of students, faculty, and community members. They will work to enhance UNC's policies for student-on-student complaints of harassment, sexual misconduct, or discrimination.

Law would expand EpiPen access in schools

…Dr. Edwin Kim, a researcher in the UNC study, knows the value of having epinephrine on hand. "Maybe there is an EpiPen at the school, but it's labeled under a certain child's name and this other one who may be getting sick doesn't have access to it," he said.

Hillsborough a step closer to hospital

Workers signed a Carolina blue beam and then hoisted it on top of the new UNC hospital south of Hillsborough on Thursday as part of a topping out ceremony marking the completion of the building’s frame. A small Leland cypress and an American flag were lifted along with the last beam to the top of the 256,000-square-foot hospital.

UNC-Chapel Hill to compensate Folt $520K, benefits

The incoming chancellor of the country's oldest public university will enjoy several benefits beyond her $520,000 annual salary when she moves from the Ivy League to North Carolina this summer. The terms are included in an agreement Dartmouth College interim president Carol Folt signed last month and that the University of North Carolina released Thursday. Folt was picked last month as the first female chancellor of UNC-Chapel Hill. She replaces Holden Thorp, and will start by July 1.

UNC Student Arrested During Protest: “We Felt Like We Had No Other Option”

Two UNC students were arrested Wednesday in Raleigh during in a protest of more than 350 people. The group rallied against a recent wave of controversial state legislation. “In this moment, we felt like we had no other option,” said UNC senior Zaina Alsous. The group, NC Student Power Union, mobilized hundreds of college students from 10 universities across the state on May Day.
