The University of North Carolina at Chapel Hill invites local residents, faculty, staff and students to attend a June 21 public meeting to explain the permitting process required by the U.S. Army Corps of Engineers before development at Carolina North.

The meeting will begin at 5 p.m. in the theater room at the Seymour Senior Center, 2551 Homestead Road. Free parking is available, and Chapel Hill Transit serves the center via the A route.

Carolina North is envisioned as a vibrant, compact, mixed-use academic campus on University-owned property along Martin Luther King Jr. Boulevard, two miles north of the main campus. University and Town of Chapel Hill representatives signed a development agreement a year ago that covers the first 20 years of development on the site.

While most of the planned construction for Carolina North – when funding becomes available – will take place on or near the site of the Horace Williams Airport, streams and creeks cross other parts of the property, making any impact on wetlands an important consideration. The Army Corps of Engineers is the primary agency that regulates development in wetland areas and would have to approve any potential impacts. 

The University plans to submit a permit application to the agency later this year. The June 21 meeting is a pre-application meeting for the public in which UNC representatives will describe the permit, the approval process and work accomplished thus far. Another public meeting is planned for closer to the time the University submits its application. These pre-application meetings are not part of the Army Corps of Engineer’s permitting requirements but are opportunities for the university to share information with the community and receive feedback from the public.  An additional public meeting that is a required part of the permitting process will be held after UNC submits its application.

Representatives from the Army Corps of Engineers will also attend the June 21 meeting and be available to explain the permitting process and how the public may participate. Attendees will have opportunities to ask questions and share comments.
